About Us


The Norwegian Training Center (NTC) is the preferred maritime and offshore training partner to the global shipping community. NTC was an initiative of the Norwegian Maritime Foundation of the Philippines, Inc. (NMFPI) and established by the Norwegian Shipowners’ Association (NSA) in February 1990. It is the first maritime training center in the world to be certified by Det Norske Veritas. Captain Jo Even Tomren

MANAGING DIRECTOR

Captain Jo Even Tomren became the Managing Director of the Norwegian Training Center (NTC) of the Norwegian Maritime Foundation of the Philippines, Inc. in October 2021. With nearly 15 years of extensive leadership experience in roles across Europe & Asia, he also volunteered for the Philippines Norway Business Council as Vice President of External Affairs in facilitating business venue & events and bridging business opportunities for economic empowerment between The Philippines and Norway.

Captain Jo graduated as Master Mariner from the Nautical College of Aukra VGS in 1999; obtained his Offshore Installation Manager / Platform Manager Diploma from the University of Haugesund / Stavanger in 2008; and received a Master of Science in Demanding Marine Operations, Management from NTNU in 2017.

Captain Knut Bentzrod

Deputy Director

On April 2022, Captain Knut Bentzrod was appointed as the Deputy Director of the Norwegian Training Center (NTC), leading the NSA Cadet Program. He has been a Master Mariner with 37 years of maritime experience. Onboard mainly LNG carriers, Floating Storage Regasification Units (FSRU), and combination carriers. He also has Shore-based maritime experience as a Floating Liquefying Natural Gas (FLNG) concept developer, Marine Operation Manager, Pre-Operation Manager for several LNG new buildings, and Fleet Manager for product tankers and LPG vessels.

Captain Knut has a degree in Mathematics and Physics from Larvik Norway in 1977; went to Business School in Sandefjord in 1978; served in the Norwegian Navy as the Telex Operator from 1978-1979; Obtained his Economical Education from the University in Karlstad, Sweden in 1982; and took his Master Mariner Cl.1 at the Maritime Academy, Tønsberg Norway in 1996.

Captain Nebuchadnezzar Rabaya

Training Manager

Captain Nebuchadnezzar “Bong” Rabaya is the Training Manager of the Norwegian Training Center (NTC) since 2016. He started his career onboard cruise vessels from 3rd Officer to 1st Officer and Safety Officer on a worldwide trade. His last company was with Orion Expedition Cruises trading Australasia, the sub-Antarctic, and Antarctic regions. He was a trainer both onboard and ashore on various Safety Courses including Crowd and Crisis Management. He left the cruise industry in 2007 and joined the booming Offshore industry particularly Dynamically Positioned Subsea Operation Vessels performing various projects such as Drilling, and Pipelay to name a few. His love for training continued as an accredited Nautical Institute Trainer for Dynamic Positioning Courses.

He has a degree in Bachelor of Science in Marine Transportation in 1995; obtained his Master’s Degree in Business Administration in April of 2016; and he is currently taking his Master’s Degree in Shipping Management since September of 2020.
